Delaware is very amateurish when it comes to smearing people. No one takes smears seriously anymore and the consequences usually fall back on those pushing the smear forward.
Kathleen Davies works for Tom Wagner’s Auditor’s office. She supports better control of charter school wastefulness and has been behind some of the very scary reports the Auditor of Delaware’s office has recently released, showing the blatant corruption and disregard for all taxpayers dollars, an illness that continues to run rampant throughout Kendall Massett’s charter school conglomeration…
We find she was put on administrative leave and her reports pulled from the website… Kevin has a copy of one (more?) of the pulled reports…
Her being put on administrative leave is very reminiscent of shutting down a casino because one is shocked, shocked, that legalized gambling is going on there….
Her alleged violation was “not following required procedure”. Something we all do at work, usually for our own self interests, but in her case, she was doing it for both our state’s interests, the We, The People taxpayer’s interests……
Here is how it works. If you work for the state in a high enough capacity, you are given what amounts to a charge card which you use for state associated expenses. If I’m required to go to Los Angeles to gather information on a national charter school network responsible for many of Delaware’s charter school accounting errors, and have to do so undercover, then I would use my card along the way and those expenses would be charged to the state and those who monitor whether expenses are spent wisely could immediately see that they were….
Charge cards are new. The old way was to pay it from ones personal account and then be reimbursed back at some later time…. This was standard through most of our lives and is still allowable under law….
The charge is that Kathleen Davies used step 2 instead of step 1….
Now. Why would anyone working undercover to root out corruption of state funding not want to be immediately traced to the minute where they were or what they were doing? This action does not make sense to me… You see, if I was going to investigate something that was above the law, that required me to walk in and say I auditing your office today as required by law, show me your records…. I would WANT that office to know beforehand that I was enroute to their city, that I was staying overnight in a hotel close by, that I would be in early the next morning JUST SO THEY COULD WIPE OUT ALL INCRIMINATING DOCUMENTATION, DISPOSE OF ALL DAMAGING EVIDENCE, SCRUB ALL FINANCIAL TRANSACTIONS, just to make my job so much easier…
“Well, all looks good, nothing wrong here… Keep up the good work.”
Why would any auditor want to hide where they were, when they were coming, or what they were up to? I just can’t understand such thinking….
Btw, this standard procedure probably should be corrected and allowed specifically by future legislation because there are certain arms of our democracy that do need secrecy in order to accomplish their jobs, which primarily is to hold people who can’t be trusted, accountable….
If you don’t want advanced knowledge of your whereabouts, you had better not use your credit card. One should not be punished for helping the state catch hardened criminals (which Charter School operators under Kendall Massett are rapidly becoming)
Here is what happened……
A phone call: I need Kathleen Davies fired today… Do it.
Auditor Tom Wagner: But she’s a great investigative employee, one of the best we’ve ever had? How can I possibly fire her?
Phone call: Find something, or else; anything you can, just take her down today…...
The only thing they could find on a squeaky clean employee was this legal but secondary method of reimbursement for state caused expenses… The state would of course prefer the use of the credit card just so they could have instant knowledge of her whereabouts, and that she did not give them….
And so, she gets a surprise ongoing 2+ month paid vacation courtesy of the person who made that call to Tom’s office. There is no savings to the taxpayer in all of this. Instead we get continued corruption plus paying the expense of an auditor who is doing nothing for which she is being paid….
But they bumbled… They made it public thinking that the smear would simply go unnoticed and all would assume she was guilty as charged… Well, guess what? It didn’t work… Because far from being corruptible like Dave Sokola, Charlie Copeland, and Earl Jaques, she is a fighter for Delaware’s taxpayers and particularly those too young to pay taxes, Delaware’s students….
(Corruption in Charter Schools is rampant (95%) because under their charters, they are given carte blanche to do anything they want; that hurts all students.) Kathleen Davies was one undercover guardian and benefactor of all little children in Delaware…
So realizing their mistake, they garnered the News Journal to do a piece to taint her further…. But the evidence present there is a joke….
Listen to this comic and misguided attempt to smear a courageous fighter for little children…
“At issue is about $7,700 in reimbursements Davies received over four years for expenses she attested were work-related, like hotel stays, meals and mileage while traveling on state assignments.”
4 years is (365.25 X 4) = 1461 days…. That averages out to $5. 27 cents a day. Really? Dismissing a prime state investigative employee for $5.27 cents a day done in reimbursement form instead of credit cards? (The reality being that Delaware on average spends $10,958,904 every single day (compared to $5.27)… They laid her off so it would then only spend $10,987,899 each day….
Which brings up a valid point. Why do we have two state employees (now whistle-blowers) costing us each $68,987 a year, spending inordinate amounts of time looking over $5.27 cents average-per-day forms to find if something, if anything is wrong? Was it for the benefit of all Delaware’s citizens for which they searched for that averaged $5.27 cents in error? Or was it under someones orders to find something, anything, that made them dig through $5.27 cents a day to paint a dirty picture?
Laughable? OF COURSE. Bumbling? OF COURSE.
Just curious if we read this the same way. Does this following sound like a smear to you, exactly the way the News Journal painted it?
“$517.54 for an out-of-state hotel stay and $25.50 for out-of-state meals. In December 2013, she was paid $558.28 for several categories of expense, including private car mileage, travel both within and out of Delaware, and meals. Then, after a break of several months, Davies was reimbursed $260 in May 2014 and $586 in June 2014.”
Oh My Goodness… Such Graft! Such Corruption! So much money being profligated!
But is it? In a city, rooms cost $150 on the cheap (hooker prices) but one should expect to pay $250 to be deemed respectable. That amount quoted would be 3 days on the cheap, and 2 days at normal. I must assume meals were included because I’m outraged I just spent $29.42 in one drive-thru visit buying cheap-ass McDonald‘s for just 5 people in my car…. Private car mileage reimbursement at close to the IRS figure is .445 cents per mile… In a normal day’s drive I’d be paid $44.50 each day… a day trip to DC would be $106; a day trip to NYC would be $89.00. Throw in parking, meals, you are talking only about a 2 or 3 commuted day stints across a year, done quite frugally.
Math completely vindicates her… there is no crime here! So why is she laid off?
Her testimony before the House Educational Committee KILLED future Charter School development in this state, the pet project of Dave Sokola, Senator from the 8th District… Totally killed it. Zero. Nada… Today’s Private Charter Schools in Delaware are gasping their last breaths.. and no more will be built. Only those school district-run Charter Schools such as in Red Clay’s district or Newark’s WHITE ONLY Charter School, have any hope of surviving past the next governorship….
She told the truth and for that ….. her boss got the dreaded phone call…. (see above)…
Directly lifted from the News Journal is all the evidence required to vindicate her… She is innocent of all charges and with a good guess we can conclude she was removed solely to stop her from digging further into Charter School malfeasance whose scope is so large, it is currently beyond Delaware taxpayer’s ability to imagine it…..
Bottom line: here is how to help her….. If you want change, this is how you begin it…
Support Dave Sokola’s opponent, Meredith Chapman, this election cycle in the 8th Senatorial District… It means voting for a Republican but unlike her opponent, that Republican is a good honest decent person…
Or if you don’t really care about auditors, charter schools, skull drudgery, but do care about Delaware overall, this is the one state legislative campaign you will need to watch closely…. and if you live in upper Newark, you need to vote to unseat your incumbent!
The evil leeching out of Delaware’s 8th Senatorial District has been oozing long enough….. It needs plugged.
Newark City is thinking of privatizing their garbage collection.
Here are things to remember:
- As a public service, their prime duty is to their customers. Which is you.
- As a private service, their prime duty is to their investors, not you.
- As a public service, there is public input allowed on raising the rates.
- As a private service there is no public overseer of rate rising.
- As a public service hiring locals, all the money spent on labor, returns to your economy.
- As a private service the money spent on labor goes to where each employee lives.
- As a public service if you complain someone follows up.
- As a private service they can tell you, we just don’t do that…
- As a public service, a contract is valid as long as the city is standing or until it is replaced by City Council
- As a private entity, a contract is null and void as soon as the company is acquired by another investor.
These are the grand points to ponder… Another is this… can a private service perform the operation as well or cheaper than the city. If savings are sufficient, it may pay to switch….
But this concerns all of you… Please go to the Church of the Nazarene on Paper Mill Road for the discussion and public airing of this proposal… Set this date… Monday, September 21, 2015 … at 6 pm…. Don’t be pushed around… And don’t believe everything you hear about privatization… some of you still remember what happened with Delmarva Power….

I was talking to someone who was in favor of Common Core, and yet a vehemently against a power plant going up in her back yard. I was able to show them that both processes were similar, and that she was at different points of the curve on the two separate topics, but they were both curves that were parallel and would end the same……
I got this great idea off of Norquist and pulled out a napkin where we were eating…….
The x axis stands for truth… as in what we know about a topic goes from zero to infinity, and the y axis represents our feelings of favorability towards the project as we learn more…..
As you can see, when someone says… “a data center” we have no opinion at first… We are at (0,0) As we learn of jobs, taking up a brownfield spot, helping out the university by educating engineers, putting topmost technology into our home, Newark Delaware, as well as selling power to the grid, our favorability towards it rises…. Yeah we could use all those things.
But then as we learn more, our favorability sours. WHAT! 248 MEGAWATTS!!!!! Excessive pollution. Dangerous pollution, for 75 years, very loud noise. Huge cancer signatures around gas turbines. poisoning water, digging new gas lines through wildlife areas from Hockessin. A 24/7 operation. The TDC was to sell the power plant, not the power plant being there for the TDC. We sour. Something else, almost anything else could still give us the positives, without the negatives. All those negatives were hidden and still would be, if citizens hadn’t ferreted them out. There was never any plan to mention them if at all, until absolutely necessary…..
We lose favorability based on how much we know… So those still supporting it, even Al Mascitti (unless he changes his mind while on vacation), aren’t more stupid than the rest of us… in fact, they are exactly like us, back when we were at that same point on the learning curve… Instead of bemoaning that TDC supporters are jack-stupid, educate them… Then, after they’ve been educated, if they didn’t change their mind, it was not because they are jack-stupid. It’s because they are sinister. But really, when it comes to dying, very few people are really sinister. It’s really all about knowledge…..
This is exactly the same with Common Core!… This person with whom I was in this discussion, is a member of the Delaware Chamber of Commerce and she was at the milktoast breakfast thrown at the Hotel Dupont where the Grand Poobah of the national Chamber of Commerce came in to elevate support for Common Core. One assumes the Grand Poobah would know what he is talking about… Alas, he is a common man. He is no expert. Because really, very few people there are privy to the facts. You readers happen to be far more privy to what Common Core is really about, because you have seen it here, with your very eyes, and are certainly quite capable to make up your mind yourselves…
I assured my friend, that when I knew as little about Common Core as she did, I too believed in it. Of course it makes sense to have standards the same across the country. Of course it makes sense to raise the bar so students can’t loaf as much as they do now I thought… Of course it makes sense that if we don’t teach our children well, then the jobs will go to those nations which do teach their children well. Of course it makes sense to pay those teachers who do well more, and to weed out those who’s real calling is obviously not teaching… of course it makes sense to train teachers better, instead of throwing them into a classroom and saying: Good luck, here you go…
But none of those are true I found out as I learned more… I learned that poverty is what makes students not perform well, otherwise we are all born equal… I learned that if you give someone a harder test who is relatively impoverished, they will flunk it worse than they flunked an easier test their society wouldn’t provide the necessary safety net to enable them to study. I learned that Common Core was all about money and politics. I learned that Common Core was the brainchild of a mad scientist, David Coleman. Not a group of top educators. I learned that Common Core actually shut out teachers, and was made with one goal: to make more money. When teachers objected, they were summarily dismissed. I learned that it was getting rid of Shakespeare, and subbing in text on how to install a ceiling fan. I learned that students in all of Delaware’s pilot programs were tuning out of Common Core subjects, saying they learned that stuff 5 years earlier. I learned from inside the DOE that in the Common Core pilot classes of 2013, every pilot class had depressed scores. I learned that this administration, co-oped the favor of the teacher’s union, whose leadership jumped in with both feet, and now the rank and file who see Common Core up close, have said loud and clear, they have no confidence in this administration’s roll out.. I learned that grown up professional adults, most of America’s leadership, could not pass a third grade math test. IT is that hard!… I learned that though the test is impossibly hard, but the standards will not even include 8th grade algebra, or trigonometry, or geometry, or pre-calculus, or calculus, all of which are offered now. I learned the meat of Common Core is a crock of shit. Basically.
My friend is looking at me now with a dumb-ass deer expression… sort of like… “Gee, I’m a dumb-ass deer…. I wonder what I should do now….”
“But, but, but, none of that can be true,” she blurted out.. ” I was at the meeting with the Grand Poobah.. None of this stuff was mentioned. Common Core is our future… It is good, It is necessary for this nation……”
All I simply said was this: “And on the power plant they didn’t tell you about the carcinogenic radon and sulfuric acid that would be dropping on your lawns, pets and cars, or the horrendous noise that never stops, or the amount of cancer rares that go up because of a power plant in your back yard, did they?… And… when did you find out how big the 248 MW power plant really was? That didn’t grow on you, you know… That was planned from day one… And…You only found out because other people told you. Just like with Common Core, you need to see what other people are saying about it instead of taking the official side, and then make up your own mind…”
“I need to learn more about Common Core”, she said….
And if you dear reader still think Common Core is all good, then so do you……

As an after thought, it struck me how this pattern has played out rather often since Markell’s second term began….. Kinder-Morgan, Common Core, Delaware City expansion, Coastal Zone eradication, Charter School expansion. Always a very dark undercurrent that only benefits the top 1% at the expense of 99% of the rest of us… It is sugar coated, given the Editorial Board approval, rushed in secret through the GA, where any dissent is squashed by Pete Schwartzkoph and Valerie Longhurst, and the signature gets applied, and commemorative pens are then handed out…. And it bears mentioning that in the first term there was also Fisker…. and Bloom… How much are we paying for Bloom right now with each electric bill? How much did we pay for Fisker?
Well if you still think Common Core is good… do some reading… If you don’t do your reading, (and who has time) you should not give it your support, but instead, … say you prefer the current system until you have time to find out more…. Because as the graphs above show, if you state your opinion too early… as you continue to hear more and learn, you will be forced to change your mind…….
And back date it to apply to all transactions starting after midnight, January 1, 2011….
A giant 248 MW power plant is going into a residential neighborhood. That is unheard of. We know Rowan jumped out of a similar deal.
Every human being in Delaware should demand (because they will soon breathe the toxins) that the UD lose its proprietary status, and that we find out what is really going on.
They were up front with Rowen and Rowen said no thank you… The University of Delaware is sitting on valuable information required by all to make a balanced decision, without which a gigantic lifetime mistake could occur….
Obviously they want that mistake to occur…
So, to fight back, they should lose all future protection from FOIA requests… All it takes is a change of one sentence…..
A statement (not a rhetorical but an action that has grave consequences), needs to be emphasized: that if you want of fuck with the citizens of the town of Newark, it will cost you. It WILL cost you…..

Synopsis: | This bill would include the President’s Offices of the University of Delaware as being defined as a public body, and would therefore serve to open it to all FOIA inquiries. Furthermore this bill would reach back to midnight January 1, 2011 and require the University to legally fulfill all FOIA requests for information dating henceworth that period in time. |
Section 1. Amend § 10002(h), Title 29 of the Delaware Code by making insertions as shown by underlining as follows:
(h) ”Public body” means, unless specifically excluded, any regulatory, administrative, advisory, executive, appointive or legislative body of the State, or of any political subdivision of the State, including the University of Delaware, but not limited to, any board, bureau, commission, department, agency, state university, committee, ad hoc committee, special committee, temporary committee, advisory board and committee, subcommittee, legislative committee, association, group, panel, council or any other entity or body established by an act of the General Assembly of the State, or established by any body established by the General Assembly of the State, or the University of Delaware, or the Presidents Office of the University of Delaware, or appointed by any body or public official of the State or otherwise empowered by any state governmental entity, which:

(i) ”Public body,” “public record” and “meeting” shall not include activities of the University of Delaware and Delaware State University, except that the Board of Trustees and all offices of the President of the University of Delaware and the Board of Trustees and all offices of the President of the Delaware State University shall be “public bodies,” and that the University and University documents relating to the expenditure of all private and public funds shall be deemed “public records,” and each meeting by the President or of the full Board of Trustees of either institution shall be deemed a “meeting.” This action will apply retroactively to January 1, 2011.

It is rapidly becoming apparent. None of the alleged support for the power plant is local. It is all out of New York. The websites in favor of the power plant are going dark; the ones against the power plant are putting forth information daily. A private PAC appeared out of nowhere to throw Newark’s election and now has disappeared.. Had it occurred under a hostile administration, the election could have been nullified, because the filing was late the night before the election.
Jack Markell, while proposing to clean up water and charge you for it, has no problem dirtying your air, because Wall Street is paying for it. The main office of the group, (they can’t tell you its really in New York) is listed as a Mail Box etc in West Chester Pennsylvania…
Anyone who has every worked on a Hollywood live location knows exactly what is going on. It’s all fake, and is being created for one shot.
You are supposed to think that jobs will come to Newark if you sign on to this plant. Perhaps very few. The Alabama contractor slated to begin work up here, has most of his people already hired. None of the money will actually land in Newark,. But the carcinogens will. When finished it is like a giant exhaust pipe funneling carcinogenic waste our of the Bakkan Shield, right into your house.
This fake organization, whose website is still as it was in November, featuring Jack’s speech in spot one( he played his part well, didn’t he),. wants to be able take the exhaust from the data center stack and scatter it over your town. For them it is a return on investment…. They live in New York. Why should they care about you?
With the recent NOAA notification that we are now in an El Nino year, it would be very wise to remember the El Nino year of 2002-3 when Delaware had mandatory water restrictions… Imagine how much more severe that becomes with an additional 6 million gallons a day siphoned out of our streams and water table to be funneled straight into the data center… That water of course will have a priority over water headed to your houses.. It has to; the data center can’t shut down, ever.
Don’t worry. Those in New York will still be able to buy their bottled water by using their return on the investment this power plant will net them.
I was done with my shopping at Acme, had picked up a bouquet of flowers, and saw the Blue Crab and ducked in to get some food to go…Heck, I didn’t feel like cooking… I decided to pass upon driving through the new WSFS atm, and instead came straignt out of Suburban Shopping Center, got stuck at the light where the Soviet interference blocks out WDEL, and with the green, pulled straight ahead onto Rt.4 towards the Bob… I go up the rise that is the bridge, squeeze down to one lane, and look to my left at where the new power plant will be. thinking of course it would be way off in the corner by the railroad tracks… As I looked, it slowly dawned that it would be right at the corner, right next to the bridge i was on… Holy Crap.
I would be directly under that smoke stack at least 4 times every day… Why would that concern me? Because concentrations of the heaviest particles are thickest the closer one gets to the stack… My open window or car vent would suck those in, and keep them in my car, for what? maybe a mile, or two? I would be breathing lots of stuff that normally stays deep underground… Like lead. Like cobalt, Like uranium, Like Radon. I know, as do you, that all it takes is one atom to get sucked into my lungs, bond with a cell tissue, and stay there, and I die of lung cancer. Of course it could happen in Ohio, and since atoms never die, get blown from there over to Rehoboth Beach, and be hanging right above the ocean about an inch, right where I come up and gasp for air… and the same thing could happen… Therefore I have to look at probabilities. My probability of dying from cancer is almost infinitely larger when I drive under the stack 4 times every day, or 28 times every week, or 1456 times at the minimum, every year I live in Newark… Just imagine the probability from those living in Devon, less than 200 yards from the belching stack…
Belching, as in burping up lead, cobalt, antimony, uranium, cesium, strontium, radon, Ever had to work with someone who had bad breath? This would be infinitely worse….
Here is where you say… Wait! But Jack Markell and Sam Latham all said that gas was cleaner than coal. How does you headline fit in with your claims that gas is dirtier than coal….
Great question… Let us answer that with an entertaining example…. let us say there is a house up the street, shared by 4 young people, maybe they are in a band even…. But rumor is they smoke pot… Now let us say, you rent one of your rooms out to Justin Beiber, and Lo, come to find out he smokes pot too… but not that much…. Now, which of the two, is going to provide you the greatest opportunity to get high from second hand smoke:. The reggae band 15 houses away, or Justin Beiber who crashes at your house when on breaks from his tour?
It’s the same way with carcinogens in pollution. Coal plants are in Ohio. This 248MW natural gas co-generation power plant, is 200 yard away….
There can be no question. The rate of death will jump in areas surrounding Newark if this power plant goes in. Explaining it is cleaner than coal is irrelevant for there is no coal plant going in… The comparative factor must be against the status quo. Right now, there is nothing polluting the air breathed by the citizens of the town of Newark. Soon there will be… and obviously as a result, more people and animals will die horrible, painful deaths than do now. That is inevitable, and must be recognized, while at the same time, not blown out of perspective.
There are times when the benefits might be worth the risk of dying prematurely. WWII for example. And not everyone will die early. Just those unlucky to breathe in the unlucky molecule, which today, doesn’t exist in Newark but when finished, will soon be belched out 24/7 right there by Route 4’s bridge over Amtrack.. Those in receivership will die, while the rest of us live on… The question stands: is this power plant worth dying for? Is the money being made for its investors, worth the copays our estate will fork over on our own terminal medical bills…
You say yes? or was that a no, I heard?
I am going to try and make the case why you need to change you plans and show up in front of the Newark Municipal Building at 220 South Main St. Newark, DE at 5 pm….
There will be a candlelight vigil to demonstrate against the potential installation of the Newark Power Plant.
I should probably start by saying if you live anywhere in Northern Delaware or South New Jersey, this may be the most important event controlling you life for the rest of its time here on earth.
This decision affects every breath of air you will take. This decision will decide how healthy your old age will be. This decision will decide how long your children will live. This decision will decide whether your pets live and die, cancer free…
There are very few things we actually get to weigh in on that have such a profound impact upon our existence…. Politics come and go, and usually don’t kill us. Jobs come and go and usually don’t kill us. In-laws come and go and usually don’t kill us.
But chemicals, many of them radioactive, kill us… There is undeniable proof that they do…. Despite attempts to wash them under our stream of consciousness, while we are distracted by other things, they enter our body’s cells, change the genetic makeup, and those cells then start producing cancerous versions of their new genetic makeup….
The only way to prevent that process is to never start it.
The power plant burns natural gas. That natural gas contains elements from the earth. Most elements are poisonous to life. Arsenic, Radon, Lead, Uranium, will be sucked in every breath you take…
Enough scaring you. Just wanted to tell you why this was important.
Many things in life we have no control over. Our boss tells us to go to Delaware we go to Delaware. We have a child, we accept how it comes out. A chemical plant dumped residue into the ground before we were born, we live around it.
It is rare when we have a chance to change our life. We have one chance and that is tonight.
The City of Newark must change the zoning underneath that power plant for it to be built. They are deciding now. They want to do the right decision. Just like you, if you were in their place, would also want to do the right decision.
If they hear from the Governor, the Chamber of Commerce, Wall Street, the Labor Unions of the Building Trades, the state’s own DNREC, and hear nothing from you, their decision will be obvious. Just like yours would be in that position. Look at all these people you would say, who need this to go forward and look at all the good going forward would do. And look how only a very few people care about stopping it. Obviously if I jump in front of the flying bus, for the sake of a handful of people, i’m getting run over……
But jumping in front of a bus to keep it from wallowing through a gigantic crowd of people is different ballgame. Instead of being the “disruptor” of progress, you have become the “Protector” of “the people.” All of us would like to be known as the protector of the people, and so would those elected to govern Newark.
We just have to give them the reason they need. We have to show up. If we don’t show up tonight…. , the power plant gets built. Toxic chemicals start falling on our lawns, cars and pets,
If we suffer the complete inconvenience to our schedules and do show, and show up in large enough numbers, we will stop the zone change and thereby stop the power plant….
WE need more than 10, 20, 30, or 40…. We need 1000’s … If you don’t show, it won’t happen…. If you do show, it may still happen, but you could say, that when Newark needed its finest to show, you were there…..
And win or lose, that is what is most important about being an activist…. Showing that it matters to you….

- That $45,000 was used to distribute literature telling Amy Roe supporters to go to the wrong polling places.
- That $45,000 names a candidate and is not an issue based. The proposed “issue” is “Polly’s Plan”, naming the candidate; not something like more local jobs through construction, which would not be attached to either candidate.
Only 115 votes separated whether we have a power plant or not….
