ACT TO AMEND TITLE 14 OF THE DELAWARE CODE RELATING TO STATE GOVERNMENT AND THE 6 PRIORITY SCHOOLS

Synopsis: This act would require the Secretary of Education or Delaware Department of Education, to obtain the approval of a majority of both Houses of the General Assembly and the Governor through the passage of legislation, before entering into any agreement or transaction whereby any Public School could transfer, sell, privatize, or lease all or substantially all control of its day-to day functions over to any single outside entity or to a related group of entities not originally part of that district currently in control of that school , ..

This clarification is so needed.  Schools belong to the people. Final say over transfer of assets needs to come from the General Assembly. It worked for the Port of Wilmington and looking over a quick head count right now, it would probably pass in the Senate 13-7 with one abstention.
