You will lead an effort at the state-level to ensure that our laws, regulations, practices and policies reflect best practice nationally, and create an environment that attracts, supports and sustains high performing charters while holding them accountable for results.
Right: Just Like Pencader.
But the argument for increasing Charter Schools is that they increase student performance.
Do they?
No. the performance by Charters in the state of Delaware is at best equal and at worst lower than that of public schools. Sending a child to a charter is demeaning his potential. A child performs better in a public school. whose funding is being stripped as in the Christina School District, than he does in a charter who is sucking away $350,000 of Department of Education money away from schools doing their jobs.

This language, direct from the DOE website, is an affront and insult to every single parent and citizen and legislator who have been willing to confront the many flaws and shortfalls in the “charter school experiment” under the delusion that they were participating in an objective and open-minded dialogue with this administration. I find the very wording insulting and dismissive of the legitimacy of any other point of view or perspective and I would respectfully ask that it be removed from the site unless, of course, it is the intention of the DOE to transform our “public” school system to a publicly funded “charter” school system. If that is the case I would remind that agency that the General Assembly will be the ultimate arbiters of that ambition.

Can you get it removed from the site? Just wondering if you have that authority? You do have a bully pulpit, and I think it should be used to educate all of Delaware as to what exactly is taking place in our school system. I agree, it was rather “in your face” to many, including Jea Street, Maurice Pritchard, Dennis Williams and Tom Gorden. and everyone else in the state of Delaware who is seriously concerned and working to raise the standards of education among our lowest income students in our public schools….

Another example is with DelDOT’s newly revised regulations governing Traffic Impact Studies scope etc.
There were three rounds of revisions with the latest being heavily influenced by Paul Clark’s Executive Comprehensive Plan Update section on transportation and his partners in the development industry, Committee of 100 (Pam Scott and Roger Roy) whose goal is profit-as-bottom-line and socialize-costs-whenever-possible.
So, after entertaining a round of public comment that closed in Oct. 2012, DelDOT told civic activists that they were still working on the regs. At the Save Our County court trial Monday, my heart sank a little when I heard Stoltz attorney, John Tracey, mention that he believed the regs were finalized. I thought – WHAT DOES HE KNOW THAT I DON’T KNOW?
It turned out my instincts were right. Even though DelDOT officials met (and phoned in) with civics to discuss the regs late last week, the executive agency staffers were just wasting their time. It came out that the regs were in fact finalized without consideration of the civic comments and suggestions. The story was published the next day in the News Journal. The civic community is livid at this level of disrespect and IN YOUR FACE crap from Markell. Because that is who is holding the cards here. The agency staff do as they are bid or lose their jobs.
This is all up to the legislature to keep the balance and check on the governor’s branch. And it will take a very loud and persistent public at the ear of the accomodating legis. Thank the gods for John Kowalko.
